                                    AUTOMATION  IN CENTRAL EXCISE AND SERVICE TAX (ACES)

 

Welcome to the world of convenience @ ACES. CBEC has undertaken a very important e-governance initiative under the Mission  Mode Project (MMP) of the India by new developing a new centralized and web-based software application called Automation of  Central Excise and service Tax (ACES). It is designed to provide assessees an electronic interface with the department and aims at reducing paper work, visit to the department offices and improving transparency, accountability and efficiency in indirect tax administration in India. Roll out of the ACES application is expected to result in a major change in the way the Central Excise and Service Tax  formation conduct their regular business vis-à-vis the assesses. E- filling and e-processing of documents will replace manual filling and handling of paper documents, making our offices almost paperless.

 

ACES has been rolled-out on a pilot basis for assessees of LTU, Bengaluru in December, 2008 and is scheduled to be rolled out nationally in phases by June, 2009. This application on the web through internet at http://www.aces.gov.in, aims to automate all major processes in Central Excise and Service Tax through a workflow-based application.

1.       Online registration and amendment of registration details

2.       Electronic filling of document such a Returns, Claims, Permissions and Intimations ;  Request for Provisional Assessment, Refund, export documents, additional facility of  filling through  the offline downloadable utility of returns (ER 1, 2, 3, 4, 5, 6, Dealer Return, and ST3).

3.       Online tracking of the status of applications, claims, and permissions.

4.       Online facility to view documents like Registration  Certificate, Returns, Show Cause Notice, Order-in-original etc.

5.       Informations on credits, debits, liabilities ( confirmed and uncomformed demands), status of  Bonds.

6.       Online information regarding issuance of Show Cause Notices, Personal Hearings, facility to file reply to SCNs online, receive messages regarding Adjudication Orders passed by adjudication authorities and to view the Orders.

9.       Online authentications of PAN with income tax database .

10.   System assisted validation of critical elements like Registration No, PAN,CETSH NO, Notfn. No Rate of Duty etc.

 

The existing assesses will not have to apply for fresh registration but have to register with ACES to interact with the department electronically. They should ensure that their contact details in the existing SACER/ SAPS Registration data base are updated to include their valid and current e-mail ids. For this purpose, they may contact the jurisdictional Range Officers or LTU Client Executive. ACES application will  automatically send mails to the e-mails Ids,  as available in the existing registration data base, including a TPIN NO, and password. The mail will contain a hyperlink to the ACES website. By clicking it, assesses can proceed to register with ACES.

 

In order to facilitate use of  ACES, CBEC is developing a Learning Management Software (LMS), a self  learning multi-media tutorials, User Manuals and FAQs on ACES, will be hosted on the CBEC website for easy access by the  users.
