Authorised agencies can search SEZs without DC approval 

The government on Thursday affirmed that any authorised officer or enforcement agency can carry out investigations or seizure in an SEZ without permission of the development commissioner (DC).
According to a commerce ministry instruction to Customs and excise authorities, Section 22 of the SEZ Act has been operationalised.
As per this section, any officer of agency, if so authorised by the central government, may carry out investigation, inspection, search or seizure in the SEZ or unit without prior intimation or approval of the DC.
